Constitution 1. AIMS
To promote the Border Collie in all aspects and safeguard the welfare of the breed
2. OBJECTIVES
A. To make recommendations to the General Committee of the Kennel Club with regard to the Breed Standard.
B. To make recommendations to the General Committee of the Kennel Club regarding applications to register new Breed Societies.
C. Consider any matter referred to the Council by the General Committee of the Kennel Club.
D. Make recommendations to the General Committee of the Kennel Club as regard the encouragement and promotion of the Border Collie.
E. Make recommendations to the General Committee of the Kennel Club to undertake the development and assessment of the Breed.
3. POWERS
The Breed Council shall be a consultative body and shall not have any executive powers as regards to the affairs of its constituent societies.
4. OFFICERS
A. The Chairman - shall be elected for a period of one year at the A.G.M. but will be eligible for re-election. The chairman will have the casting vote if necessary.
B. The Secretary – there will be a permanent secretary elected for one year .The permanent secretary shall submit to the Kennel Club by the 31st July each year a copy of the constitution including and amendments, the names and address of the officers, a copy of the judging list of all the clubs and a copy of annual statement of accounts. The secretary must be a member of a club and has no vote.
C. Treasurer – the treasurer shall be elected for one year and they shall open an account in the name of the breed council and the signatures will be the treasurer and the permanent secretary. The treasurer will present the accounts before the end of June each year, the financial year shall be from January 1st – December 31st.
5. MEMBERSHIP
A. Each club shall have a maximum of two representatives at the breed council meetings and each club will have one vote. The chairman will have the casting vote if necessary. There shall be a quorum of five clubs, any club unable to send a representative is able to send their vote by post on club headed note paper.
B. Each club representative must be nominated by the serving committee of the club they represent.
6. SUBSCRIPTIONS
Each club shall pay an initial subscription of £50 initially and this will be reviewed annually, each club will be responsible for paying the travelling expenses of its representatives.
7. MEETINGS
Meetings shall be held if necessary but at least twice a year 28 days notice will be given of any meeting. A meeting must be held by 30th June each year to approve the accounts and confirm the election of its officers by 30th October.
8. JUDGES
Each Club shall forward to the secretary their judging list and these shall then be put together and forwarded to the Kennel Club each year.
9. DISPUTES
In the event of a dispute the general committee of the Kennel Club shall be the final authority for interpreting the rules and constitution of the Breed Council. bottom corner
